Insert a new XML declaration <?xml version="1.0" encoding="UTF-8"?> as a child of the selected item. Just kidding, since each XML document may only contain one XML declaration and since it must appear at the very top of the file, this command is only available, when you are actually looking at a totally empty file.... |
